Conferees reportedly still examining mix of two policies: CPI freeze followed by competitive bidding
her

The combination mentioned most prominently is a one-year DME freeze in FY '04, followed by competitive bidding on a half-dozen or so "Secretarial-determined" list of products in MSAs of greater than one million. All other products not cited and MSAs below the threshold would remain under the freeze. Beginning in FY '07, the Secretary would have the discretion to move to a fuller range of products and all MSAs nationwide. The list of MSAs with 1,000,000 + population follow on the next page.

Last week the industry did a great job of generating the grassroots efforts to light up the switchboards in Congress. This week the industry has got to continue to light up the switchboards. If you have called your congressman and senators - thank you. This week we must have our employees and family members contact the members of the Medicare Conference. Contact each member of the conference in both the Senate and the House. Tell them that the Medicare bill is:

  1. Bad legislation that will only result in the elimination of patient choice and small businesses. No Bill is better than a bad bill.

  2. Allowing any National Competitive Bidding will be a complete disaster for the beneficiary and the Health Care Industry. Allowing NCB in MSA’s of 1 million or more is only the beginning. It will not save money for the government and will only result in reduced quality of care.

Conferees on the Medicare Legislation of 2003:

Senate: 202-224-3121 House: 202-225-3121

Grassley (R-IA) Delay (R-TX)
Hatch (R-UT) Tauzin (R-LA)
Nickles (R-OK) Thomas (R-CA)
Kyl (R-AZ) Bilirakis (R-FL)
Frist (R-TN) Johnson (R-CT)
Baucus (D-MT) Dingell (D-MI)
Rockefeler (D-WV) Rangel (D-NY)
Daschle (D-SD) Berry (D-AR)
Breaux (D-LA)

House Leadership: 202-225-3121

Speaker Dennis Hastert (R-IL)
Rep. Blunt (R-MO)
Rep. Pryce (R-OH)
Rep. Reynolds (R-NY)
Rep. Cox (R-CA)
Rep. Pelosi (D-CA)
Rep. Hoyer (D-MD)

Senate Leadership 202-224 3121

Vice President Cheney
Sen. Stevens (R-AK)
Sen. McConnell (R-KY)
Sen. Santorum (R-PA)
Sen. Reid (D-NV)
Sen. Dorgan (D-ND)

WHAT DOES THIS MEAN?

CALL YOUR CONGRESSMAN AND SENATORS TODAY. ASK THEM TO FIGHT NATIONAL COMPETITIVE BIDDING. HAVE YOUR EMPLOYEES AND FAMILY CALL THE LIST ABOVE “TODAY”. WE NEED TO FLOOD THE SWITCHBOARD!

IS IT WORTH YOUR BUSINESS?

Thank you!
