Competitive Bidding Update: NPEast and NPWest Updating Licensure Requirement Information for Competitive Bidding Product Categories

Per the Remote Item Delivery Competitive Bidding Program (RID CBP) Round 2028 requirements, bidders must meet all business and product category licensure requirements across every state, the District of Columbia, and the U.S. territories to be eligible to be a contract winner.  

A key resource to support this process is the National Provider Enrollment (NPE) contractor licensure databases. NPEast (Novitas) and NPWest (Palmetto GBA) recently made significant updates to their licensure databases. Notable changes reflect the following: approximately 19 states require licensure for urological supplies, 12 states require licensure for ostomy supplies, and approximately nine states require licensure for continuous glucose monitors (CGMs). Providers should keep in mind that this information may change as the NPE contractors continue to update their databases. 

Bidders are reminded to confirm licensure requirements with the applicable state authorities and legal counsel. 

Important deadlines to remember: All necessary licenses must be obtained by the close of the bid window, which is expected to open in late Fall per CMS’ estimated timeline, and last approximately 60 days before closing. Providers interested in bidding are encouraged to review the NPE licensure database and state specific licensure information as soon as possible as time frames required to obtain licenses vary by state.
