Full Legislative Text Released for Bipartisan Supply Bill H.R. 10787

Representatives Brad Schneider (IL-10) and Greg Murphy, M.D. (NC-03) have introduced the bipartisan Access to Medical Supplies Act, legislation designed to protect Medicare beneficiaries who rely on ostomy and urological supplies. 

The bill would: 

  • Exclude ostomy and urological supplies from Medicare's Competitive Acquisition (Competitive Bidding) Program for five years (Jan. 1, 2028, through Dec. 31, 2032) 
  • Create a technical expert panel made up of patients, caregivers, clinicians, suppliers, manufacturers, and other stakeholders to evaluate the impact of competitive bidding and recommend improvements 
  • Establish a demonstration project to study how competitive bidding affects patient access, quality of care, and health outcomes before broader implementation 

This legislation recognizes the unique needs of individuals who depend on these critical supplies and seeks to ensure patient access remains the top priority.

Why it matters: Ostomy and urological supplies are not one-size-fits-all products. Patients often require individualized products, education, and ongoing support. This bill would help ensure those needs are considered before any expansion of competitive bidding.
